Roberts Proposes Outreach Program for Emergency Preparedness
Commissioner Roberts proposed a systematic, grass-roots outreach program for Clatsop County. Introducing a county-wide approach to meeting the emergency preparedness needs of citizens and volunteers in Clatsop County with the initial three month pilot project to begin August 15th and will offer preparedness outreach for Clatsop County residents. It would call for volunteers from Seaside and Cannon Beach (and any others with experience and resources) to help develop an ongoing network. The outreach will include preparedness information for winter storms and the pilot project should be completed by December 2008.
Because much of the county has areas that have special needs or may have not received any outreach or education in the past in regards to emergency preparedness, Commissioner Roberts felt that it was critical to get the pilot project completed before the winter storm season began.
In presenting this idea to the board Roberts had a statement of work drawn up by Oregon E-Prep Outreach (OEPO) out of Seaside, Oregon. Deb Treusdell, president of OEPO would coordinate the pilot project with Doug Barker (Fire Dept & EMT), and Tom Horning (Geologist) assisting the project.
To achieve its objectives the following tasks were identified as being needed:
Enhance collaboration between cities, fire districts and volunteers through direct communication
Help create volunteer “champions” in various areas of the county
Utilize “PrepareWare” parties to encourage neighborhood organization
Work with County designee and CERT coordinators to establish ongoing collaboration for community outreach services
Provide mileage stipends for volunteer instructors
Create media plan and press-releases to inform the general public about outreach and education program
As part of the project the statement of work proposed:
Geological report and recommendations for Warrenton – completed by 9-30-08
Coordinate county participation in COSTCO Safety Fair – 9-18-08
Notify key agencies about the pilot project and engage in their support and assistance – 10-15-08
Two Outreach and Education workshops – 11-15-08
Three to five “PrepareWare Parties” in various neighborhoods – 11-30-08
Proposal for an ongoing program 12-30-08
The maximum amount needed for the contract, including all expenses necessary, would not exceed $5,650.
The proposal will be on the next BOCC agenda.

Is this what she (Roberts) is referring to but, inferring it is “HER” idea or does she plan on implementing the program in Clatsop County with the help and sanction of Congressman David “Blue Boy” Wu?

But Sheriff Bergin was visibly and vocally on the job all week along with the Mayor and City Manager of Astoria and others keeping vigil with KAST Radio in a little shack on their premises which contained the generator.

As for Commissioner Roberts outreach on tsunami preparedness, we were all impressed with the leadership in Seaside and the program that they put together. Commissioner Roberts simply wants to expand their program and training to other areas of the county.
I don’t have any “ass saving” new concept to bring forth. What I do have right now is a major concern that our neighbors in Westport have been on a boil water warning since the storm in December. I am committed to working with Commissioner Patrick on this issue because I feel strongly, as he does, that safe drinking water is a hell of a lot more important than a pretty boat launch. I want to see us cut through the bureaucratic bs and get this taken care of.

I am sorry, I must have misinterpreted the point of this article from this site as being a program for better preparation and coordination for the next major storm as I don’t think the word Tsunami is anywhere in the article and I must have missed it in the lengthy word byte on the same subject on KAST’s reporting of BOCC meeting.
Nevertheless “National Windstorm Impact Reduction Program” is a program in place and may be helpful and save a lot of unnessesary spending of bureaucratis effort, money and time on something that is already there if in all practicality we wish to be better prepared in the next natural or public emergency in our community but you say Tsunami preparedness.
I guess it is a toss up as to which may come first but we sure as heck need to be ready, indeed.
I appreciate your finding it necessary to feel you have to explain your actions during the storm but it’s really, at this point unnecessary and working with Commissioner Patrick on the needs of the citizens of District 4 in Westport is very encouraging and thank you.
Maybe Ms. Roberts can refine her idea so that the rest of us out here in the constituencies and maybe yourself as well,can get a better understanding as to what exactly it is she wishes to do.

Hell! Hazen was sitting a couple, three seats over from the woman wasn’t he?
One would think he would get the crux of what the woman was saying and as a decision maker it would seem he should listen to what she was saying, especially if he endorses what she was saying but, maybe Roberts will clarify her plan for us less enlightened constituents out here in other parts of the county.
Roberts doesn’t have to be defended as there is nothing to defend except, maybe, her lack of clarity but, what’s new there?
I am si8mply teying to say that there is a program in place that could help speed up the process rather than try to invent something that doesn’t need to be invented but first, what’s the program about, Tsunamis? Storms? both? total communyt preparedness? what?

Ok, the quake would have a regular tsunami. The point is, preparation to protect communities from more then one threat. Solve the weak areas given the situation. I think the Comisioners aren’t looking at preperation in each area of the community ONLY for one threat. Some areas can face similar end results like flooding, from either a storm like the December storm or an earthquake-induced tsunami. Professionals are looking at it from that standpoint, IIRC.
So Patrick, it isn’t just a storm or just a tsunami that they are preparing for. Carrie has a writing style that is her. Regardless of “DriedSalmon” or here or anywhere else. It is like any “author”.
As for Patrica Roberts,it wasn’t safe to travel from her home in Seaside/Gearhart area to here during the storm. She’s around your age, Patrick. Let the pros do their job. She doesn’t have a “radio voice” which Van Dusen probably has more experience. She wasn’t skilled in Ham Radio operation. Basically, she doesn’t have any skills of any real help durng the emergency. So she stayed out of the EoC for the most part. She followed the instructions provided by the pros on the radio. Take a chill pill. They all know where she lived and if they needed her, they’ll contact her.
Another possible reason may very well be that she wasn’t in the area during the storm. If Jeff knows that she was in the area, then okay. Point being, there is so many possiblity for reasons and what is the point. If she was here, her skill set would not be of much help for the Emergency Operation Center.

It’s Sam Patricks district so Sam needs to take care of it and here we are seven months later with citizens in our community still having to boil water for survival?
Seems to me this little gang of elected officials called Clatsop County Board of Commissioners are just that, a collective board of elected officials representing “US” in doing “OUR” public business and a situation like this should get the attention of the entire board and no matter how any one of these characters tries to twist it, those citizens in Westport need every bit of collective attention possible and now!
