Five More Spring Out of Pandora’s Box Operation

Four more have been arrested, and another arrest pending, in the ongoing “Pandora’s Box Operation” being conducted by the Clatsop County Interagency Narcotic Team bringing the total arrest count to 25, so far.

A continuation of “Operation Pandora’s Box” has resulted in 4 more drug related arrests and one additional arrest pending. Since the initial operation on Sunday August 2, 2012, the Clatsop County Interagency Narcotic Team (CCINT) continued to gather intelligence regarding individuals involved with drug activity in the Seaside area. Detectives located Robert Russell Kinzinger of Tillamook, Dustin James Fink of Seaside, and Michael John Lyly of Astoria in business parking lots within the City of Seaside and assembled an arrest team of CCINT Detectives and Seaside Police Officers.

Due to information regarding a potential firearm, the arrest team removed Kinzinger and Fink from a vehicle using “High Risk” tactics. A detective was able to locate and detain Lyly. Detectives found evidence the subjects were in the process of conducting a drug transaction. Lacy Rachelle Hardman of Warrenton was also contacted and detained. A fifth subject was contacted and released with charges pending bringing the total of arrests to 25.

Detective’s served and executed three additional warrants on Fink, Lyly and Lyly’s residence. In the process detectives seized heroin, prescription pain medication, money and a vehicle, with a search of the vehicle pending.

Kinzinger was arrested and charged with Possession of a Controlled Substance Heroin as well as a Parole Violation warrant. Fink was arrested and charged with Possession of a Controlled Substance Heroin and Delivery of a Controlled Substance Heroin. Lyly was arrested and charged with Possession of a Controlled Substance Heroin and Delivery of a Controlled Substance Heroin. Hardman was arrested on a detainer for a probation violation with additional drug related charges pending. All subjects were lodged at the Clatsop County Jail.
