Astoria Woman Dies Attempting To Cross Gladstone’s 99E

Jolene Alyce Oxley, age 24, of Astoria, was involved in a fatal pedestrian-motor vehicle accident in Gladstone Friday evening.

According to Oregon State Trooper, Kimberly Long, Oxley was with a group of three people attempting to cross Highway 99E about a half mile north of Gladstone between SE Hull Avenue and SE Jennings Avenue. 

Oxley was the last person in the group of three, and was struck in the left northbound lane by a 2006 Subaru Baja four-door driven by 61 year old Robert Leo Carstensen, from Milwaukie. Oxley came to rest in the right northbound lane near the fog line and was pronounced deceased by the emergency responders.

The Carstensen vehicle immediately stopped at the scene. Neither Carstensen or his female passenger were injured. Both have cooperated with the investigation.

Oregon State Police report that the investigation is continuing and there is no evidence that alcohol or other impairment were contributing factors. There is no marked crosswalk or overhead street lighting at the location where Highway 99E has two lanes in both directions with a paved center median.

Gladstone Fire Department, Clackamas County Sheriff’s Office and Clackamas County Medical Examiner’s Office assisted. ODOT handled traffic control through the area while the northbound lanes and center median were closed about 3 hours during the investigation.
